David recently retired as Chief of Police with the Lodi Police Department after a law enforcement career that spanned more than 30 years. During his twenty-eight years as a proud member of the department, David worked in a multitude of assignments including; Patrol, Investigations, Media Relations, Traffic, Watch Commander, District Commander and SWAT Commander. David also has extensive experience in social marketing, community outreach and leadership development.
As Police Chief, David was regarded as an active change agent with a participative leadership style and proven track record of improving organizational efficiency, community partnerships and enhancing customer service. David also utilized employee and customer satisfaction surveys to help shape direction for the organization and create a strategic plan. While a Captain, David led both the Operations and Support Services Divisions. He worked extensively on the design of a new state-of-the-art police facility, created ongoing leadership development training and initiated team building strategies for the management team resulting in increased productivity and cohesion. He created and put into practice a use-of-force review process.
In the early 1990's, David was instrumental in the development and implementation of the department's transition into Community Oriented Policing and has taught Community Oriented Policing at both the University and Basic Academy levels.
David holds a B.A. degree in Business Management from St. Mary's College of California and a M.A. degree in Organizational Leadership from Chapman University. He is a graduate of the F.B.I. National Academy, 221st session and L.A.P.D.'s West Point Leadership Development Program. He is a faculty member at San Joaquin Delta College and University of Phoenix where he instructs courses in Criminal Justice as well as Management and Leadership.
David was born and raised in San Francisco and now lives in Lodi, CA. He is married with three children. In his spare time David enjoys time with his family, music, golf and is an avid fan of the San Francisco Giants and Sacramento Kings.
